"That user does not belong to you" when trying to issue: CMD_API_MODIFY_USER

Hello, as topic says, im getting error: "Cannot execute your request" with details: That user does not belong to you
Im trying to modify package setting
(also tried with template setting)

Im logged as Admin (wich is only admin account).
Any ideas ?

I guess CMD_API_MODIFY_USER should be executed on a reseller level, not admin.
