The Exim can't stop

When I try to stop the Exim server, it always start. Help me please.

If you stop the service through the Panel it shouldn't be started anymore.

DirectAdmin automatically restarts all services it expects to run that it finds not running; I believe every minute.

If you set the service to "stop" in the DirectAdmin control panel DA won't try to restart it.
