Trouble Sending to Outlook.com

Starting getting this last few days:

I checked my IP on mxtoolbox.com, not on any blacklists. My domain has strict SPF records. IP has reverse and forward DNS. Looking at outgoing mail queue I do not see any issues. Mail accounts are capped at max messages per day as well. I do not have issues sending anywhere else.

If everything is fine on your end like you say, then indeed afaik not much more can be done then filling in that form.

Also be careful with customers using forwarders, if they forward mail to a outlook domain, it may forward spam, or forwarding regular mail could also be a higher risk.

Also look out for Wordpress new comment / contact form messages, if a WP site is being spammed and sends an email to the WP admin of each entry, that's unwanted mail traffic that can grow in quite the numbers.
 
The only thing I can think of is I use strict SPF but have not currently setup DKIM. Was waiting tell I move the server which is going to happen sometime this year.
 
You can whitelist your IP
Wrong. That is certainly no whitelisting.
But it is recommanded by Microsoft to have an account with SNDS and JMRP. With your ip registered, you can get mails about complaints over your ip so you can take countermeasures.
Also if your ip is not on any blacklist for some time, and you are a member (it's free) of SNDS and JMRP you can point that out to them if your initial request for mitigation is not honored. When you reply with good arguments you have a better chance.
So it's certainly a good idea to register your ip's there.

But it's certainly not a whitelist because it's very well possible to still get blacklisted on outlook.com/hotmail/live servers even with your ip in SNDS.

there is a section on MS delisting. If the Server or IP is new MS blocks it because of reputation = 0
Opening a SR with them will help.
