unable to connect to localhost:110 (Connection refused) (User level)

Hi all,
I created some email accounts on direct admin but I can't login using webmail, nor can I send email to those accounts. When I use mydomain.com/webmail/ to check for email, I got this message: "ERROR (2): fsockopen() [function.fsockopen]: unable to connect to localhost:110 (Connection refused) (/var/www/html/webmail/inc/class.uebimiau_mail.php:80)"

I did a search through the forum and found some solutions but it seems they are not possible for user level.
Can someone suggest a solution, please?

You need to contact the Hosting Provider cause probably is a firewall problem or mail server (assuming dovecot) problem.

The support guys were pretty much clueless about why I couldn't check email. Thanks to your suggestion, they have figured it out
