DA won't let me create a reseller account whether I try a shared or assigned IP, even if no private NS is selected, despite there being a free IP. I'm confused over why I can't assign this free IP to a reseller when I was able to assign the first free IP (now owned) to a new site user. I made sure there's allowance for 1 IP in the reseller package.
My server came with 3 IPs, the server's and a pair for name servers. Both name server IPs are attached to reseller/admin. IP 1.2.3.6 (NS2) was assigned to a site user. IP 1.2.3.4 (NS1) remains free and is attached to reseller/admin. I want to assign this IP to reseller/reseller account if possible. Can I safely remove this IP from reseller/admin and give it to a new reseller withoug mangling the name server setup?
Here's what the IP manager looks like:

1.2.3.4 free admin 255.255.255.0

I assume NS1 and NS2 don't display in this table because of the way I set up the main account and user accounts by bypassing a reseller account. The main server and its name servers don't use site space or a package and the admin is the reseller.
One thing I'm trying to achieve by creating a reseller account is a 3-way hierarchy (server/reseller/user) the way DA is designed to be used instead of the 2-way hierarchy I've got now (admin/user).
