Unable to install plugin thru DA

Hello.

I've looked at the forum and didn't found solution:
When I tried to install a plugin thru the DA's plugin manager,
I've received the following message:
Error Downloading http://www.directadmin.com/hello_world.tar.gz : Unable to connect to 1.2.3.4
Unable to open a socket

(1.2.3.4 = my server's ip address)

I've got this in the plugin folder:
-rw-r--r-- 1 diradmin diradmin 0 Oct 18 17:42 plugin.tar.gz
(file created. size = 0)

Also happend to me with installatron plugin. same message.
I've verify it is not firewall issue (got apf which I've turned it off for checking).

Why?

I have something similar:

Error Downloading http://www.directadmin.com/hello_world.tar.gz : error binding datagram socket
Unable to open a socket

I get the same message when installing the Iframe plugin http://www.directadmin.com/iframe.tar.gz or the Installatron plugin.

This is on FreeBSD 6.1 where DirectAdmin 1.28 is installed in a jail.
I have set security.jail.allow_raw_sockets to 1

Then download it to local PC
then use the first option to upload & install it.
