There's a command you can send to exim (I don't recall it ) that'll unfreeze all frozen messages based on criteria you specify, try them one more time, and then delete them from the spool.If you shut down exim you might be able to delete spool, but I can't recommend that as I'm not sure if exim would throw a fit or not.
