Unlimited subdomain + limited main domain

Hello, is the following possible:
I have an example.com domain and want users to create unlimited subdomains with it, but at the same time have a limit of 3 root domains with max 3 subdomain pairs to them?
The idea is to allow users who do not have a domain name to use it user-site.example.com user-site2.example.com
