Users not being added to proftpd.passwd

I have a server that isn't adding users to proftpd.passwd when I create accounts. It just started doing this recently but EVERY account I create is in /etc/passwd fine and can login to DA but they cannot FTP in, and when I look /etc/proftpd.passwd does not contain a line for these new users.

I'll also be emailing support but on the off chance someone already knows how to fix this I'm posting here too.
 
What Operating System and version are you running?

Check the log files and see if you can find any error messages telling why it failed and then we can work from there.
 
Whoops meant to reply - the problem is the package had "0" for "ftp accounts" well that means that not even the main ftp account is set up, I can't believe this hasn't gotten me before as I've been setting it this way for a while for these types of accounts, or maybe they just all use the little file manager to upload :)
