Change Status of IP address to "Owned"

I originally set up a user on a shared IP address and the site is resolving and working properly. Since then I have discovered that the user needs a dedicated IP address and SSL certificate. In order to have an SSL certificate, the domain needs to be on a dedicated ip address. At the admin level, I assigned a free IP to the admin. I then went to the reseller level, Show all users and selected the user for the site in question. I selected "Modify User", and changed the Ip address to the one I modified in IP management. Now the site does not come up, the message is "This site is shared by many other users."

How do you assign the IP to the user as dedicated and change the status of the IP to "owned" by the user?
 
Clarification

In my earlier post, I indicated that the status of the IP does not change from "free" to "owned" once the user has been moved from a shared IP to the dedicated. That is incorrect, once the change has been made, the IP does indicate an "owned" status in IP management.
When browsing with the site name, www.1stproducts.com, this is the reply: "This IP is being shared among many domains.
To view the domain you are looking for, simply enter the domain name in the location bar of your web browser."

I have no idea whst to do now! Please help!
 
Seems like you fixed it the website is showing up.
