Last week I made my nameservers ns1.mvmdata.net and ns2.mvmdata.net point at the ip addresses 184.106.128.184 and 64.73.216.13 respectively. Everything seems to be working, but I just out of curiosity I went and checked them today at http://just-ping.com/ and my ns2 is not correct. I have created a records both from ns2.mvmdata.net. and just ns2 that point to the correct ip and I changed the record at 1and1 for ns2 subdomain. From my house it seems to be fine, but that doesn't help if it isn't other places. Can anyone let me know what they get as ip for ns2? Also if there is another place I can use to check multiple locations at once that would be helpful.

You only need to register them at your registrar. Creating A records is only optional and not even really needed at all.

Actually there are many circumstances under which you should have A records for nameservers in your zone file for the parent domain. I won't bother to go into any of them; simply check on any of the DNS check sites for any domains that don't have them and you'll see what I mean.
