Two possible senarios: either your temperature threshold is set very low, or you CPU fan is failing. Since the CPU fan is not working properly, it's getting very hot inside your server and slowing down so it generates less heat to protect itself. Make sure the CPU heatsink is properly seated and is adequately rated for the CPU and clock speed you want to use. Better yet, replace your CPU fan with a new one.
