Why you wouldn't? There are many similar pages about exim commands. You can follow any of them (e.g. http://www.harkness.co.uk/exim/exim_commands.html, http://www.watters.ws/wiki/index.php/Exim_Cheat_Sheet etc.)

If you mean the bradthemad.org site, it works fine for me; you might want to do a traceroute to see where the problem exists for you. I use Brad's examples as the basis of our own toolkit.
