How to stop a user to send email through smtp

Are there any way to stop a specific user to send email through SMTP of the server.

In the latest versions of directadmin, you can modify the user and set daily email limit per user. You may enter 0 to disable the users mail sending capability.

I believe 0 will be unlimited actually.

I hope DA can add this value feature. 1 email per day for 1000 users box from any form (contact,comments,register) can make the main server IP banned by Free Emails easily.
