Problem with random password when creating new user

When I create new user, I click "Random" button to create random password, but no password created. When I click this button a lot of times, this message appear:

Unable to generate a password with a number, upper, and lower case characters in it. Tried 20 times.

How can I fix this problem?

try to do that on another PC or browser and see whether or not it works, it's probably JavaScript related.
