Hello,

Is possible somehow to make an account that can use service monitor (can stop/start services) but without have access to all account on the server.

is possible to make a php script or within directadmin?

Admin accounts have full privileges. You can probably write a php script to do what you want to do, but security would be very important and you'd have to run it off a secure connection.
